Start with the pandemic collapse: arrivals fell to 18.9 million in 2020 and expenditure to EUR 19.8 billion. The paths then separated. By 2023, expenditure had already crossed its 2019 level at EUR 108.8 billion, while arrivals were only 1.9% above baseline. In both December 2025 and March 2026, total international tourist expenditure grew faster than average spending per tourist.
